LHOP Promotes a Wide Variety of Affordable Housing Solutions

LHOP is a private/public non-profit organization focused on making renting or owning homes more affordable to low and moderate income people of Lancaster County. Through its programs and partnerships, LHOP educates, advocates, and coordinates local solutions to the county's growing need for affordable housing.

We help create the conditions for new affordable housing by serving as the resource center for technical and financial assistance to builders and developers. LHOP's Development Support Initiatives help enable the new construction and renovation of needed rental and for-sale housing throughout Lancaster County.

Working with builders, developers (for profit and not-for-profit) and municipalities, LHOP assistance has made possible the construction of more than 500 affordable housing units.

Technical and financial assistance for the development of affordable apartments and single-family homes is available through our experienced and certified housing development and housing finance professionals as well as through partnerships with regional and national experts.

Technical assistance in the form of individualized consultations on a project basis such as:

  • Land Use Planning, Subdivision / Land Development and/or Zoning Review
  • Pro forma Review
  • Advocacy and Support Correspondence
  • Management and Finance Training
  • Stakeholder Meeting Coordination

Financial assistance is available in the form of flexible, below market rate interest loans for new and rehabilitation housing projects that include at least a portion of the homes that are affordable to persons earning less than the County median income. The types of financing that LHOP can provide include:

    Pre-Development

    Up-front financing for one or more of the following activities related to the production of affordable housing meeting the program eligibility requirements:

  • Acquire site control and/or acquisition
  • Preliminary feasibility analysis (ex. environmental and historical assessments, surveying)
  • Engineering and design work
  • Obtaining land use and/or development approvals

    New Construction

    Financing the construction of new homes for sale, rent or lease meeting the program eligibility requirements.

    Rehabilitation

    Financing of rehabilitation and renovation costs of homes for sale, rent or lease meeting the program eligibility requirements.
