Program Policies and Guidelines

Borrowers wishing to be considered for a loan must complete the Homebuyer Course prior to closing and are encouraged to complete the Homebuyer Class prior to signing a Sales Agreement.

Homebuyers may combine LHOP funds with mortgage products offered by our Partner Lenders to purchase homes located in Lancaster City and County.  Homebuyers wishing to be considered for a mortgage are encouraged to contact a Partner Lender as soon as possible to discuss approval and qualification criteria for the various mortgage products offered.

LHOP works in partnership with local Realtors to assist the buyer(s) on the road to homeownership and the home buying process. Please review the links below for program guidelines, information and processing.

A whole house and termite inspection must be reviewed by an LHOP staff member prior to the reply to inspection submission to the seller for consideration.

Please also note as part of this loan request that there might be an additional County property inspection besides the whole house inspection and termite. The inspection must be completed by a County inspector and this inspection is free to the potential homebuyer.

Real Estate transactions wishing to utilize LHOP funds must include an LHOP Addendum to the Standard Agreement for the Sale of Real Estate and must be structured to allow for at least 60 days to close.
