The Housing Equality & Equity Institute is proud to offer our community this exhaustive manual on rights and responsibilities concerning renting housing throughout Lancaster.  Neutrally written, this manual is affectionately known as ‘The Purple Book’ and is intended to help guide landlords and tenants to positive relationships.  In 2013, the Housing Equality & Equity Institute Center partnered with the Pennsylvania Human Relations Commission and the United States Department of Housing & Urban Development to produce the Tenant/Landlord Rights & Responsibilities Manual in the following five additional languages: Arabic, Burmese, Karin, Nepali and Vietnamese.  To download a free copy of the manuals, simply click on the below links.  To place an order for physical copies of the manuals, please contact the Housing Equality & Equity Institute at 717-291-9945, ext. 110 Adrian Garcia or by email at
