Shelby Nauman

Interim Chief Executive Officer/Chief Operating Officer

Shelby’s role as COO at LHOP centers around organizational management, communications and team building across all programs and staff from LHOP’s three offices.  Shelby previously worked in Community and Economic Development with the Lancaster City Alliance where she led Neighborhood initiatives and directed Clean and Safe Programs and Resource Development.  Shelby’s professional experience also includes Lancaster City Government and Television News Media.  Shelby is passionate about serving our Lancaster community and region with LHOP to advance safe and fair housing opportunities which are foundational to the health, prosperity and growth of our region. 

Brittany Mellinger

Director, Housing Equality & Equity Institute

Brittany works to educate the community on fair housing rights and responsibilities and provide programs that support fair housing choice.  Born and raised in Lancaster County, Brittany returned in 2016, following work in Philadelphia in the non-profit sector, which focused on program planning, management, and evaluation to support the well-being of adults experiencing housing insecurity.  She is passionate about the intersection of public health and affordable and accessible housing, with a Master of Public Health from Temple University. Brittany is a Certified Fair Housing Specialist and a graduate of Leadership Lancaster, Class 2020.

Karra Black

Chief Financial Officer

Karra joined LHOP in 2020, and is responsible for overseeing the finances of the organization. Karra grew up in York County, and has lived in Lancaster County for the past 12 years, with the last 7 spent in Lancaster City. She has a passion for helping make a difference in the Lancaster area that she loves. Karra has a bachelor’s degree in accounting from Eastern Mennonite University, a masters in accounting from Liberty University and she earned her CPA (Certified Public Accountant) license in 2017. She has spent more than a decade working in various accounting roles, including as an auditor in public accounting, and at a local non-profit.

Laurie A. Moir

Director Of Development

Laurie is responsible for developing and building relationships throughout the community by overseeing all aspects of fundraising.  Laurie has devoted her entire career to fund raising in non-profits such as La Academia Partnership Charter School, The Arc of Lancaster, the American Red Cross and Resurrection Catholic School.  She is a graduate of PSU with a Masters Degree in Public Administration. 

Miriam Soto

Director of Lending

Miriam is responsible for the programs and services offered under the Home Ownership Center. She is responsible for providing education to prospective home buyers and administering the Home Buyer Loan program. She also promotes LHOP’s programs and services to community organizations, realtors, lenders, employers, and others. Miriam has earned the NCHEC certification in Pre-purchase Homeownership Education. Miriam started at LHOP in March 2015 and, previously, was the LHOP Spanish instructor for the Home Buyer Education program from 1997-2004. Miriam was raised in public housing in the City of Lancaster. In her 27-year career, she has been dedicated to advocating and bringing financial knowledge and products to those in under-served markets. She is committed to the “Dream of Homeownership” and to promoting education about housing issues. She believes that every human interaction is an opportunity to teach and learn. 

Jake Thorsen

SoWe Neighborhood Director

Jake works collaboratively with the residents and community partners in the implementation and further development of the SoWe neighborhood.  Jake has over five years’ experience in community development and has worked with residents throughout the United States in non-profit management, property development, community development, and planning. Jake is passionate about creating and developing resident and stakeholder collaboratives to address neighborhood issues. Jake is an Americorps Alumni and  a graduate of the Maxwell School at Syracuse University with a Masters in Public Administration. 

Aileen Beaver

Intake Specialist

Aileen joined LHOP in 2019 as a Fair Housing Intake Specialist. She works to advance fair housing initiatives and determine if activities described during intake are a potential violation of the Fair Housing Act. Aileen has a BSBA in Finance from Elon University and is currently pursuing a Master of Social Work from Boston University. Before coming to LHOP, she worked at Milton Hershey School. She is passionate about understanding how access to affordable, accessible and quality housing contributes to a person’s overall well-being.

Alaina Herbst

Intake Specialist

Alaina joined the LHOP team in 2019 as the Fair Housing Intake Specialist for our York county office. Her main responsibility is responding to clients as they reach out to LHOP on several fronts including fair housing violations, informal housing resolution, home buyer inquires, and any other direction our clients need to navigate LHOP services.  Alaina is a York native and moved to Lancaster for school.  She graduated in 2017 from Millersville University with a Bachelor of Art in Geography with focuses in History, Latino Studies and, Mapping.  Alaina is excited to see what initiatives can be brought to the York area to further the implementation of Fair Housing.

Jeffrey Miller

Homeownership Specialist

Jeffrey works with clients to process applications for financial assistance and training potential homebuyers.  Jeffrey grew up in Adams County and has lived in York County for the past 25 years. He has been a Licensed realtor since 2003 and an instructor teaching Real Estate. Jeffrey also has experience in the banking and mortgage lending business. Having the experience working with both first-time buyers and clients needing assistance, Jeffrey enjoys the challenge of bringing his experience to assist others for a community benefit organization. He also enjoys spending time camping and being outdoor

Wendi Jo Groff

Loan Officer

Wendi Jo Groff joined LHOP as a Loan Officer specializing as a Credit Loan Analyst. Wendi Jo manages and oversees the daily underwriting, processing, and compliance of loans program for first-time home buyers and LHIFT for commercial lending in the housing sector. Wendi shares the Lancaster Housing Opportunity Partnership vision and mission of ensuring housing choices are available for everyone by cultivating partnerships and resources to increase Fair and Affordable housing.

Wendi brings over 18 years of experience as a Loan Originator, a Lending Branch Manager, Wealth investment Analyst, An Underwriter, Processor and a Compliance Consultant for one of the largest financial institutions in the country. She is a Lancaster native and hails from the Lampeter / Willow Street area. A graduate of College of Charleston in South Carolina with a double major in Business Communications and Psychology. After being away from Lancaster County, the place she will always call home, she returned in 2013 and is proud to be part of an organization that is building a better tomorrow every day.

Barbara Rivera

Administrative Assistant

Barbara Rivera manages LHOP’s reception area, greeting everyone with a smile and directing them to the services and resources they are seeking. In addition to staffing the front desk, Barbara is the behind-the-scenes guru, updating the website, serving as a notary public, supporting the Home Ownership Center, and more.  If you have a question, Barbara can always point you towards the correct answer. Barbara is originally from New York, making Lancaster her home in 2013.
