Pre-Purchase Homebuyer Class
This 8-hour course is offered in English and Spanish and held during a one-day class or a three-day evening class. Presenters are local lenders, realtors, insurance agents and home inspectors, who cover subject matter from a real-life perspective.
When you are done the Homebuyer Course, you will be able to answer these questions;
- Am I ready to get a mortgage?
- What payment is affordable for me?
- How do I find my house?
- How do I know the house is a good investment?
- How do I protect my house?
Upon completing the course and meeting the course standards attendees will be issued a certificate which satisfies requirements to obtain FHA, Conventional, PHFA, VA, and USDA mortgage products through local participating lenders.
Homebuyer Down Payment and Closing Cost Assistance Program
Eligible applicants looking to purchase within York City or County, may qualify for a loan through York Housing Assistance Program (YHAP)
Programs are governed by local, state, and/or federal regulations which requires interested parties to attend Pre-Purchase Homeownership Education Class and counseling session.
These loans are provided in combination with mortgage products offered by Partner Lenders to purchase homes located in York County and at the minimum meet FHA requirements.
Participants wishing to be considered for a Loan are encouraged to contact LHOP at York Housing Opportunity Center or a Partner Lender as soon as possible to discuss approval and qualification criteria. Individual Free Counseling
Free counseling is made possible through funding from PHFA and HUD. These individualized sessions take place in our office with a trained counselor and are not conducted in a group setting.
Credit & Budget Counseling / Rental Counseling Session
For individuals and families seeking one-on-one counseling on but not limited to the following subjects; credit and credit repair, financial literacy and budgeting counseling for housing sustainability and retention.
Pre-Purchase Housing Counseling
Session For individuals and families seeking pre-purchase counseling on but not limited to the following subjects; improving financial literacy, evaluating mortgagor readiness, budgeting for mortgage payments, money management and understanding fair housing and fair lending policies.
Pre-Closing Counseling for PHFA Loans
Session For individuals and families who are ready to buy a home seeking PHFA certified pre-closing counseling. Topics include but are not limited to the following subjects; assessment of family housing needs, determining eligibility for first time homebuyer programs, financial planning on the homebuying process, credit in the home buying and homeownership, affordability analysis, assistance in getting pre-qualified for a mortgage loan, and developing a plan of action for the home buying process.
Post-Purchase Coaching Session
For homeowners that are seeking post-purchase financial education. Topics include but are not limited to, assessment of progress towards reaching goals, information and advise on maintaining homeownership, achieving measures to establish a rainy-day fund/savings, eliminating/limiting use of credit cards and other non-bank borrowing methods, and planning for predictable life events.
Default and Delinquency Session
For homeowners seeking post-purchase counseling on but not limited to predatory lending, foreclosure prevention, credit report analysis and repair, default and delinquency, financial literacy and improving budget and money management skills.

YHAP Homebuyer Loan Product
- Eligible homebuyers in York County may qualify for down payment and/or closing cost assistance in the form of a 0% interest, forgivable or deferred payment loan.
- This loan may be used towards down payment and/or closing cost fees in the City of York or York County.
- Assistance may be up to 8% of the sale price but may not exceed:
- $7,000.00 in the City of York
- $5,000.00 for York County
