LHOP’s Housing Equality & Equity Institute is the designated Local Lead Agency (LLA) for the County of Lancaster. Our role as LLA is to be the logistical liaison between participating housing providers and social service agencies as they seek to provide housing and services to individuals with disabilities.
The Section 811 Project Rental Assistance Demonstration Program (“811 Program”) provides project-based rental assistance for eligible tenants. This program is administered through a collaboration between the Pennsylvania Housing Finance Agency, the Department of Human Service, the Self-Determination in Housing Project of PA, and LLAs throughout Pennsylvania.
811 program provides safe, affordable, and accessible housing to households at or below 30% annual median income, with an individual with a disability, age 18-61, and who is eligible for long-term supportive services. Priority populations are those who are institutionalized, but able to live in the community with permanent supportive housing, those at risk of institutionalization, without permanent supportive housing, and those who are living in a congregate setting.
